Background of the Study
Education is a fundamental human right and a critical driver of national development, yet rural communities in Nigeria continue to suffer from inadequate educational infrastructure, poor funding, and weak policy implementation (Adeyemi & Yusuf, 2024). The 1999 Nigerian Constitution (as amended) mandates the government to provide free and compulsory basic education, as reinforced by the Universal Basic Education (UBE) Act of 2004 (Usman & Ibrahim, 2024). However, rural areas like Jalingo Local Government Area in Taraba State face significant challenges, including poor school facilities, teacher shortages, and lack of instructional materials (Olawale & Ahmed, 2023).
Despite various government interventions, corruption, mismanagement of funds, and infrastructural decay continue to hinder the effective implementation of education policies (Bello & Yusuf, 2024). Jalingo LGA, being a predominantly rural area, lacks adequate school buildings, functional libraries, and access to modern learning resources, making quality education inaccessible to many children (Adamu & Bello, 2024). This study assesses the effectiveness of constitutional law in enhancing rural education infrastructure and identifies key legal and policy constraints affecting education in Jalingo LGA.
1.2 Statement of the Problem
Although Nigeria’s constitutional and policy frameworks emphasize education as a fundamental right, rural communities still face massive infrastructure deficits (Adeyemi & Yakubu, 2024). Many schools in Jalingo LGA lack basic infrastructure, including classrooms, furniture, and sanitation facilities (Abdullahi & Musa, 2024). Poor funding and weak enforcement of education policies continue to affect the availability and quality of rural education (Olawale & Ahmed, 2023). This study explores how constitutional provisions can effectively address educational infrastructure deficits in Jalingo LGA.

To examine the role of constitutional law in improving rural education infrastructure in Jalingo LGA.

To identify key challenges and propose reforms for enhancing rural education infrastructure.

1.5 Research Hypotheses
H₀: Constitutional law has no significant impact on rural education infrastructure.
H₁: Weak implementation of education policies contributes to infrastructural deficits in rural schools.
H₂: Strengthening constitutional enforcement can improve education infrastructure in Jalingo LGA.
1.6 Significance of the Study
This study is relevant for policymakers, education authorities, and development agencies, providing insights into the constitutional, financial, and governance challenges affecting rural education infrastructure. It offers recommendations for enhancing legal frameworks and policy implementation to improve educational access in rural areas.
1.7 Scope and Limitations of the Study
The study is limited to Jalingo Local Government Area, Taraba State, focusing on constitutional education policies, rural school infrastructure, and government interventions.
